Thailand to implement exchange of GloBE Information by December 2027

The Thai Cabinet resolved on June 16, 2026 to approve Thailand's accession as a party to the Multilateral Competent Authority Agreement on the Exchange of GloBE Information (GloBE MCAA).

Any non-substantive amendments to the agreement that do not conflict with Thailand's interests may be made by the Ministry of Finance, through the Revenue Department, without further submission to the Cabinet for consideration.

Thailand’s Emergency Decree on Top-up Tax, in effect since January 1, 2025, supports the collection of a global minimum tax of 15% from large multinational enterprises based on the Pillar Two GloBE Model Rules. 

The Emergency Decree stipulates that the first GloBE Information Returns must be submitted by June 2027. The signing of the GloBE MCAA aims to enable Thailand to fulfil its international obligations regarding the exchange of information and prepare for the first exchange of GloBE Information Returns by 31 December 2027.

The move also signals Thailand's commitment to adhere to international tax standards, in support of its goal of becoming a future member of the OECD.

The government estimates that it will collect THB 12 billion (approx. USD 367 million) annually in top-up taxes.
